Besides, Goku possesses a large number of different forms and transformations, each giving him unbelievable levels of power and potential. He also has multiple fusion forms as well as the gear to go with it all.
Naruto Uzumaki is considered one of the strongest, if not the strongest Ninja in the franchise. Though quite a failure in his younger days at the Academy, he overcame his weaknesses with sheer hard work and unwavering nerves of steel. As such, his rate of growth and improvement was quite remarkable.

The answer is really debatable. Both characters are quite different from each other, with different circumstances and world settings. Their drives and scales differ far too vast, and in the end, it is not correct to say either is stronger or better than the other.
Since Goku’s battles are on a multiverse scale, he is shown to be capable of destroying worlds, and thus on the surface, he is superior in terms of power alone. But is it fair to consider that alone for Naruto vs Goku?
